Abstract:

Policy direction from organs within National Defence Headquarters launched a trial-balloon in 1998 which essentially instructed Canadian Forces planners not to plan for contingnecy operations outside of a UN or NATO context because “Canada didn’t operate alone.” This article was the result of a challenge by Major General Jan Arp, then commander of the Land Forces Doctrine and Training System, to prove to him that Canada had conducted military operations outside of the UN and NATO contexts.
