Abstract:

Canada is the only country, other than Argentina, to completely eliminate a revolutionary terrorist threat during the Cold War. From 1963 to 1970, separatist Quebecois influenced by revolutionary violence endemic to the 1960s waged a campaign of terror against Canada. In 1970, after the assassination of a cabinet minister and kidnapping of a British diplomat, the Trudeau government deployed the Canadian Army into Quebec and Ontario for an Aid of the Civil Power operation. The October Crisis, as it is known, remains a controversial period in Canadian history. "A Mere Rustle of Leaves", titled after a quote from Front de Liberation du Quebec propaganda taunting the Army, demonstrates that there was a national strategy to deal with the FLQ and how it was implemented, contrary to popular belief. Reportedly, a translator for the Canadian Military Journal refused to translate this article into French because she didn't agree with its' contents.
