Abstract: During the “duck and cover” days of the 1950s and 1960s, the Canadian government initiated a Continuity of Government (COG) programme to ensure that Canada could continue to function as a soverign state in the event of massive nuclear attack. This programme involved the construction of a hardened bunker and redundant communications system, the establishment of a skeleton government, and the formulation of post-attack plans. This article examines the national survival system and the veracity of the planning. |
