Abstract: The International Security Assistance Force is a small-scale and (eventually) NATO-led stabilization mission operating in Kabul, Afghanistan after the fall of the Taliban. ISAF is a case study in the dangers of attempting to formulate and then implement a muddled mandate which has already been compromised even before the first ISAF soldier got his boots on the ground. This article details the diplomatic and structural developments that produced ISAF. |
